The purpose of the Foundation certification is to determine whether an individual has sufficient knowledge and understanding of the PPP Guide to act as a member of the PPP project team.
Foundation certification is also a pre-requisite for two Practitioner certifications.
The program participants will be able to remember, recognize and demonstrate a thorough understanding of the established procedures, rules and institutional responsibilities that define how the government selects, implements and manages PPP projects as described in the PPP Guide, including the terms used, the sequence of processes, and the roles performed.
In particular, they will be able to demonstrate this understanding through their ability to:
- determine the main peculiarities and financing ideology of PPP projects;
- explain the main sources of financing for PPP projects, their advantages and limitations;
- explain how to create a new PPP framework or, if one already exists, what to look for to ensure its efficiency and effectiveness;
- describe the stages of the PPP process: project identification and screening, appraisal, structuring and drafting the tender and contract, contract tendering and award, contract management.
